Ocean State University (OSU) is hosting several football prospects this weekend.  During the visit, the OSU coaches would like to show an institutional video on the video board at the football field.

Is this permissible?

Yes with conditions.  NCAA Staff Interpretation- 10/22/18- Use of a Scoreboard/Video Board to Display Audio/Video Materials to a Prospective Student-Athlete. (I)- states that an institution is permitted to use a scoreboard or video board to show a video to a prospective student-athlete visiting the institution provided the video is not personalized to the prospective student-athlete (e.g., edited or unedited highlight video), is not created by an entity outside the institution and does not celebritize the prospective student-athlete’s visit to campus.
