Ocean State University (OSU) has a home football game this weekend.  During the game, OSU would like to recognize Can N. Ball, a diving student-athlete at OSU, for being a 3 meter diving NCAA champion last spring.  Can’s parents would like to attend the game to see their son being honored.  Is it permissible for OSU to provide complimentary admissions to Can’s parents?

Yes.

Division I NCAA Bylaw 16.2.1.3.2 states that an institution may provide a maximum of four complimentary admissions to a student-athlete for an institution’s game or event during which a student-athlete is being honored but not participating, provided such complimentary admissions are used by the student-athlete’s family members. [R] (Adopted: 4/27/00 effective 8/1/00, Revised: 1/8/07 effective 8/1/07, 1/19/13 effective 8/1/13, 8/7/14)

Would the answer remain the same if Can was a diving student-athlete at James River Institute or Country Roads College?

Yes with slight differences in the parameters of the legislation. 
 
Division II NCAA Bylaw 16.2.1.3.1 states that an institution may provide complimentary admissions (as determined by the institution) to individuals designated by a student-athlete who is being recognized during an institution’s regular-season intercollegiate athletics contest in a sport other than that in which the student-athlete participates. [R](Adopted: 1/9/06, Revised: 6/22/11, 10/19/15)

Division III NCAA Bylaw 16.2.1.2.1 states that an institution may provide complimentary admissions (in a number determined appropriate by the institution) to a student-athlete who is being recognized during an institution’s regular-season intercollegiate athletics contest in a sport other than that in which the student-athlete participates. [D](Revised: 1/9/06, 12/5/14, 1/14/15)
